The State Expediency Council has three key and well defined duties and these are:
1. Regulation and adjustment of the country's macro policies
2. Providing counsel and advice to the Leadership
3. Resolution of disagreements and disputes between the Majlis and the Guardian Council while taking into consideration what it expedient for the country (Footnote 1: Article 112 of the Constitution) In fact, the need for the establishment of the State Expediency Council was felt at a juncture in which the Majlis was emphasizing on its decisions and bills on the basis of its belief that they were in the interests of the public, while at the same time, the Guardian Council, for its part, was considering some of these bills to be in violation of the Constitution and the principles and tenets of religion.
