It is doubtful whether Uttar Pradesh will have a government any time soon. Mulayam Singh Yadav thinks he should have the first shot by virtue of leading the single largest party in the state, but everyone knows it is not enough. As Sonia Gandhi said to Harkishen Singh Surjeet - Where are the numbers? They aren't there for Mulayam. The SP and its allies have 146, the Congress 26, there are 14 independents, many of them supported by the BJP, and another 12 from the smaller parties. Even if Mulayam were to get all of them, which is not at all obvious, he would still need four more and the Congress has made it plain that it won't pitch in until Mulayam makes up the deficit.
