Beijing, 5 March: At the opening ceremony of the fifth session of the Ninth National People's Congress (NPC), there are many people attending to observe the session in addition to regular representatives of the National People's Congress present at the meeting.
According to the Rules of Procedures of the National People's Congress, members of the State Council, members of the Military Committee of the CCP [Chinese Communist Party] Central Committee, president of the Supreme People's Court, and chief prosecutor of the Supreme People's Procuratorate can attend and observe meetings of the National People's Congress. Leaders of other departments and groups concerned can attend the NPC session upon approval of the Standing Committee of the NPC.
