Congress body fails to OK IRR of power industry law.

The Joint Congressional Power Commission (JCPC) has failed anew to approve the final version of the implementing rules and regulations (IRR) of the Electric Power Industry Reform Act of 2001.

Batanes Rep. Florencio B. Abad, JCPC co-vice-chairman, yesterday said the commission failed to approve the implementing rules and regulations last Tuesday evening due to three contentious issues.

He said JCPC is scheduled to convene again next week to work on the IRR.

JCPC is still deliberating the issue of transmission supply contracts, lifeline rate, and the welfare of Agus and Pulangui power plant workers.
