A February 21 program at the St. Joseph County Public Library, South Bend, IN, on what residents should do when stopped by police generated a lot more controversy before it actually happened. Members of the local police department were dismayed by a library display promoting the program, saying it was one-sided and would escalate rather than reduce confrontations between officers and the public. They were further miffed that the program would feature a lawyer but no police. In the end, however, the South Bend Tribune deemed the event "a lesson in calm" and even the 30 officers who attended--out of more than 200 people--said it was fair.
