When Dan Fordice found out that the Federal Acquisition Regulatory Council (FAR Council) had finalized a withdrawal of the contractor responsibility regulations on Dec. 27, 2001, he was elated.
Fordice, vice president of Fordice Construction Company in Vicksburg, is a federal contractor. The FAR Council's action permanently removes the contractor responsibility regulations from the federal acquisition regulation, the rules for federal procurements. The Clinton Administration had placed an overwhelmingly subjective standard into the federal procurement arena by inserting the contractor responsibility regulations into the FAR.
