All together now: "Phew!" The U.S. Federal Reserve has made it official. The recession, if it ever happened, is over. Happy figures tell the story. Forecasts from the stodgy International Monetary Fund, due out this week, predict growth of 1.4 percent for 2002, in contrast to a 0.4 percent fall in last year's third quarter. More upbeat economists expect far better: annualized growth so far this year is sizzling near 5 percent. Jobless claims look like they may soon fall.
