Volga Telecom, soon to become the third-largest fixed-line operator in Russia in a series of industry mergers, will seek affiance with Smarts, a regional cellular company. Such talks and mergers are happening across the industry as Russia consolidates its disparate telecoms companies. Vladimir Lyulin, head of the Volga region firm Nizhnovsvyazinform, said there had been talks of a tie-up with Smarts, Russia's fifth largest mobile firm, which operates in large cities along the Volga river, east of Moscow. "One option is to somehow consolidate with Smarts, a GSM license holder for the Volga region and one of Russia's largest regional mobile operators," Lyulin said.
