TransTeleCom is building a fiber optic network along the country's rail infrastructure, has interconnected its network with that of the Latvian rail company. TransTeleCom also announced a wholesale contract with regional operator OAO Artelecom. TransTelecom is majority controlled by Russia's 17 regional rail companies, with the remaining 49 percent held by foreign investment fund Digitech Holding. It completed its 45,000-km network at the end of 2001. It claims the interconnection with Latvian Railways is the first of its type in Latvia with a Russian network. The Latvian and Russian railway companies have both agreed to modernize their telecoms networks. The Latvian railways have invested US$11 million in the planned upgrade.
