MONCKS CORNER-The Berkeley County School District revealed a plan Tuesday to voluntarily shift some teachers to different communities in order to provide a racial balance at some rural schools.
The plan attempts to correct one of three problems found by the U.S. Justice Department during a 2000 visit. The department studied the county by invitation from school leaders.
Since minorities make up 15 percent of Berkeley County teachers, every district school should have a minority teaching population of 5-23 percent. Any school outside the range is out of compliance.
