The riot in Liushugouzi unfolded all too typically. Last May a band of local officials descended upon the village in Shandong province to collect overdue taxes and fees--the bane of China's farmers. The authorities set up a "special court" in the primary school and, in a scene reminiscent of Cultural Revolution-era "struggle sessions," hired roughnecks armed with electric batons to threaten and beat farmers who didn't pay.
