When the Kimberley Process got underway in May 2000, the polished diamond business was largely afforded the role of observer, with the rough diamond producing countries dominating the proceedings. It was not to last. As the negotiations stretched on, World Diamond Council, which represented the interests of the industry, came to take an ever more dominant role, often serving as the facilitator and mediator among the various parties.
