Prime Minister Junichiro Koizumi said Friday that he intended to establish a legal framework designed to facilitate operations conducted by the Self-Defense Forces and other government bodies to deal with an armed attack on the country at an ordinary Diet session slated to start on Jan. 21.

At his New Year press conference, Koizumi said: "It is the government's responsibility to establish a legal framework to keep the public from being physically harmed or feeling vulnerable".
