Russia's rail ministry has set a series of special discounts for the transportation of export and transit crude and oil products, effective from 1 January.

A 50pc discount to the basic rate of $/56t will apply for transportation of VGO, K-3 crude residue and fuel oil from the Perm refinery to Tallinn under condition of guaranteed monthly shipments of at least 50,000t for fuel oil and 60,000t for VGO and K-3. There will also be a 50pc discount to the basic $42/t transit tariff through Russian territory for cumulative monthly shipments of at least 25,000t of diesel from Baku to the port of Kavkaz.

A special rate of $11/t will be applicable for transit shipments …
