EPA lawsuit threatens Dunkirk development
Construction of a nearly $200 million cardboard recycling plant that could create up to 182 jobs in Dunkirk could be placed in jeopardy by a federal Environmental Protection Agency lawsuit filed against the city.
Besides citing several violations found in the pretreatment of industrial waste at Dunkirk's sewage treatment plant, the legal action also calls for an industrial building moratorium that might scare away a group looking to construct a proposed state-of-the-art plant to recycle cardboard.
