Tanzania: Presidents Mkapa, Daniel arap Moi of Kenya issue joint communique.

President Daniel arap Moi today, in Dar es Salaam, Tanzania, called for the formation of an East African Economic Commission. President Moi noted that the commission would, among others, identify the economic potential of areas within the member states and formulate strategies of strengthening their economies. President Moi said that there was a need for Africans to realize that foreigners would not be relied upon to bring them development. He said that it was upon Africans themselves to find solutions to economic and other challenges facing the continent.

Over-reliance on donor funds

President Moi added that nobody should think that the so called donor funds are for free since they are repayable development funds by recipient countries.
