New York state has a long history of providing residential and supportive services, such as personal care, supervision and some medical services, through New York state-certified adult care facilities and the assisted living program.

In the past 10 years, the types of residential and supportive services in the state have expanded to the full range of housing and supportive arrangements for the elderly. Such arrangements are commonly referred to as "assisted living."

This new diversity among assisted living arrangements, however; raises many issues including, but not limited to, consumer protection, responsibility and reimbursement.
