Waterford and many other towns have what is called a representative town meeting (RTM) form of government. The town leader is the first selectman or selectwoman, who functions like a mayor. A second and third selectman or selectwoman also help govern the town. Other town officials are called representatives. Town voters elect all the people who work to govern the town.

Town meetings are an important part of the RTM form of government. Towns with this type of government hold town meetings, at which residents can speak about key decisions.
