For 25 years, Title X has provided high-quality family planning services to low-income women and adolescents. The 1995 rejection by the House of Representatives of a measure to funnel family planning money through other federal programs demonstrates congressional support for a discrete family planning program--and a recognition of the disruption in services that would ensue from eliminating Title X (see box, page 22).

Nevertheless, the future of Title X is not secure. Lawmakers hostile to federally funded health and social programs are a dominant force in Congress; some may be hostile to family planning itself. In addition, Congress is facing severe fiscal ...
