The centerpiece of the Reagan administration's legislative agenda, the 1981 Omnibus Budget Reconciliation Act (OBRA), consolidated 57 formerly categorical grant programs into nine new or revised block grants, and drastically reduced funding for these programs. (36) Although the 1981 block grants did not cause the disruption in social programs that some observers had predicted, neither did they achieve anticipated cost savings for either the federal government or the states. (37) The nation's experience with block grants during the 1980s may inform the current debate on the impact of converting Title X into a block grant.
