The enactment of Title X in 1970 reflected the widespread bipartisan support for voluntary family planning programs that had developed during the preceding decade. This support, in turn, was a response to growing evidence that rates of unwanted childbearing among low-income women were almost twice as high as those among affluent women, and that this disparity was largely the result of inequalities in access to modern contraceptive methods. Publicly supported family planning programs were seen as a means of improving the health of women and their families, expanding economic opportunity, alleviating poverty and reducing welfare dependency.
