Given the dramatically expanded spectrum of STDs in recent years, Congress, which has funding and oversight responsibility for the STD program, and the CDC, which carries it out, should reexamine the program's strategies, priorities and funding, with a view toward making it more effective in addressing today's problems. Some of the issues that need to be taken up in such a reassessment are raised below.

Syphilis and gonorrhea have always dominated the STD program. In FY 1992, the two diseases accounted for over 70% of the STD budget, even though together they comprised only about 10% of the total annual number of cases of STDs. Funding ...
