Alcohol Programs Not in Drug Czar's Purview

Dear Reader:

A little-noticed analysis of the provision in the 1988 Anti-Drug Abuse Act which created the office of Drug Czar William Bennett explicitly states that the jurisdiction of the Office for National Drug Control Policy (ONDCP) "does not extend to alcohol abuse programs." However, it says the intent of the provision is that alcohol and drug programs should be "fully coordinated," particularly in the areas of education, prevention and treatment.
