STATESMAN NEWS SERVICE NEW DELHI, Oct. 29. The Centre has decided to amend the way elections to the Council of States was conducted, and substitute an open ballot system in place of the existing secret poll.

The move follows some of the NDAs key nominees facing the embarrassment of almost losing elections to the Rajya Sabha.

The problem had earlier afflicted the Congress, leading to the former Union home secretary, Mr R D Pradhan, losing from Maharashtra.

Cross-voting hit the BJP when Mrs Sushma Swaraj scraped through with less votes than expected from the UP party legislators, indicating massive cross-voting.
