The Small Business Administration (SBA) has issued several new and modified size standards. For Standard Industrial Classification Code 4731, Arrangement of Transportation of Freight and Cargo, the size standard is $5 million in average annual receipts, effective September 8, 2000. For brokers and agents in that industry (such as freight forwarders and customs brokers), SBA has changed how average annual receipts are calculated by allowing pass-through of funds held in trust for unaffiliated third parties.
