But Siemens not swayed by big incentive package

SLATE LICK -- Armstrong County Commissioner Jim Scahill was planning a big celebration at the Oct. 18 ground breaking for the county's new business park.
It appeared the county had landed the $122 million Siemens Westinghouse Power Corp. fuel cell plant, extraordinarily good news in a county that is struggling economically.
Armstrong County had offered the Orlando, Fla., company an unusually rich $3 million incentive package for a 30-acre site at Northpointe, the county's fledgling 925-acre industrial park. In fact, according to Mr. Scahill, it was the largest incentive package the county ever offered.
But, at the last minute, Armstrong lost the deal to Munhall, Allegheny County, creating resentment that still lingers a week after the deal was announced.
