No wonder so many people distrust government. It behaves so stupidly sometimes, you wonder if anyone thinking at all.

The Colorado General Assembly earlier this year adopted a toothless law to curb telephone solicitors amid great fanfare and even greater lobbying. Lawmakers were slapping each other on the back in celebration of how responsive they were to voters. But wait, you haven't heard the whole story.
