Hopes that the air cargo industry could lead the way toward relaxed citizenship requirements have not been realized
In 1977 the US government deregulated air cargo; the following year it deregulated passenger airlines. Why did cargo, a distinctly humdrum business, come first? One, it was low-profile. Two, then-upstart Federal Express exerted tremendous pressure because it needed freedom to fulfill its plans. Three, the government believed strongly that deregulation was in the public interest, airline and union opposition notwithstanding, and it paved the way with air cargo.
