In 1977 the US government deregulated air cargo; the following year it deregulated passenger airlines. Why did cargo, a distinctly humdrum business, come first? One, it was low-profile. Two, then-upstart Federal Express exerted tremendous pressure because it needed freedom to fulfill its plans.
