The release of county level population data from the 2000 U.S. Census demonstrates a continuation of last decade's hottest demographic trend: the Hispanic population of Arkansas is booming. The 2000 census reveals positive Hispanic growth rates in every Arkansas County. In this paper we analyze Hispanic population dynamics in Arkansas by examining both Hispanic population growth and saturation. We consider both the county and regional-level impacts of Hispanic growth in an attempt to evaluate the policy implications of changing ethnic composition. Possible reasons for the observed patterns of Hispanic growth are also discussed.

Hispanic Population Assessment

The current status of the Hispanic population in Arkansas can be assessed in a number of ways. We assess the situation by first examining the absolute size of the Hispanic population in each county as enumerated by the 1980, 1990, and 2000 U.S. Censuses. Growth is explored by comparing the Hispanic population in 2000 to counts of Hispanics in 1980 and 1990. Second, the relative size of the Hispanic population is explored by calculating the "Hispanic saturation"--the proportion of each county's population that claims Hispanic ethnicity. Using these two measures, we can offer a somewhat detailed description of the changes in the absolute size of Arkansas' Hispanic population over the last 20 years while at the same time considering the effects of this growth on overall population composition.

Size of the Hispanic Population in Arkansas

According to the 2000 Census, there are approximately 86,866 Hispanics living in Arkansas. This is a dramatic increase over the 19,876 Hispanics counted in Arkansas in the 1990 Census. The 2000 numbers reflect a population of Hispanics almost four and a half times larger than counted in 1990. The addition of Hispanics in the decade between 1990 and 2000 represents an interesting departure from the rest of recent history. In 1990 the 19,876 Hispanics counted represented a population only 1.1 times as large as the 17,904 Hispanics counted in Arkansas in 1980.
