The economy continues to take small business owners on a roller coaster ride.

The NFIB Education Foundation's Small Business Optimism Index rose 1.3 points to 98.5 in July, after falling in June.

The foundation's monthly survey of small business owners found an increased number expect the economy to rebound by the fourth quarter, but they are not spending much money on equipment or new employees to prepare for better times.
