FIFA stops Japan, Korea from gobbling up tickets.

Residents of World Cup cohosts Japan and South Korea have been excluded from purchasing tickets to the 2002 event in the second phase of international ticket sales, FIFA on Friday announced in Tokyo.

David Will, vice president of world soccer's governing body, said FIFA officials decided to stop accepting applications from fans in Japan and South Korea during the May 23-Nov. 15 second phase of sales because they needed to protect the 50-50 domestic-international quota of tickets.
