Deciding how to fill a 184,000-square-foot void that will be left in the wake of JCPenney's Center City departure, City Commerce Director Jim Cuorato this week immediately began brainstorming which company to target.

Center City residents, he reasoned, would kill for walking access to one of the affordably priced housewares and general merchandise stores. "The name came up immediately," Cuorato said.
