WASHINGTON-The check is nearly in the mail. Honest. Under a law passed by Congress and signed by President Bush on June 7, the first checks for everyone who paid taxes last year will be issued by the IRS on July 23. The job is supposed to be completed by the end of September. If you haven't done anything yet to make sure you get your check, good work. You're not supposed to. Under the Economic Growth and Tax Relief Reconciliation Act of 2001, single taxpayers who paid federal income taxes last year will get up to $300.
