Lucent Technologies Inc. has announced its third restructuring effort in less than a year. But although this one's a doozy, it's no panacea for the company's ills, observers say.

The Murray Hill, N.J.-based telecommunications equipment supplier announced Tuesday it will consolidate its five business units -- covering optical, data, switching, software and mobile technology products -- into two major units: wireless and wireline.

The wireless unit, dubbed Mobility Solutions, will consist of equipment that transmits information over the airwaves. James Brewington, president of Lucent's wireless networks group, will head the …
