The Second Annual International Portland Electro-Acoustic Music Festival was held in Portland, Oregon, USA, 15-17 September 2000 with the title "To Beat or Not to Beat? That is the Question."

The questions addressed in more detail during the festival were:

 
   Is there a reason that the popular music of the past century has been very 
   heavy on the beat while much of the music following the "high art" 
   tradition has been deliberately steering away from pulse and rhythm? 
 
      Must music without rhythm always be difficult, unpopular, and obscure, 
   while rhythmic music is derided as "merely" popular and utilitarian? 

Debate was supplemented by two concerts that brought together contrasted music, from sonic landscapes to hip hop.
