Touting his smart-growth plan, the 59th governor of Maryland says smart growth does not mean slow growth.

In Maryland, unemployment is down, the number on welfare rolls has dropped and 28 taxes have been cut or eliminated. "Our population is up, our sales are up, our building permits are up," he says.
