Tottori govt in subcontracting scandal

The Tottori prefectural government assigned a public works project to eight local contractors lacking the ability to perform it, who then subcontracted major part of the project to Tokyo general contractors, The Yomiuri Shimbun learned Thursday.

Although subcontracting entire government-related construction projects is forbidden by a law regulating the construction industry, it has been a common industry practice to take advantage of a loophole in the law and subcontract the core part of a project.
