Among the many issues the Bush administration and the 107th Congress must grapple with, one stands out -- how can we as a nation ensure that all Americans, including those currently uninsured, receive access to quality health care.

About 42 million individuals are uninsured nationwide, 650,000 in Maryland. More than 60 percent of the uninsured are in families headed by full-time workers, and another 23 percent are in families headed by part-time or part-year workers.

Don't the uninsured get care anyway? Does it really matter if you are uninsured? Yes, they do get some care, especially emergency and inpatient hospital care in institutions with a mission to serve the community. But the…
