Russia's ministry of justice last week rubber-stamped a new mechanism for tariff payments drafted by the federal energy commission (FEK).

Under the new system, oil firms will have to pre-pay the cost of all their crude shipments for export. But they will be allowed to pay for shipments to their own refineries in the first, second and third decade of a particular month on the 29th of the previous month, and on the 8th and 16th day of the current month. The new measure will be introduced retroactively from 4 April.
