CONCERT COMMUNICATIONS, the joint-venture telecommunications carrier established by AT&T and British Telecommunications (BT), is failing, and the partners are locked in talks about how to salvage the operation, according to a recent report in an Asian edition of the Financial Times.

AT&T remains committed to the venture, which it thinks is preferable to trying to start a European business of its own, and has suggested that it take majority control of the venture, which now is controlled equally by the two companies, said the report.
