Olsen of the Cato Institute and Brouillette of the Mackinac Center suggest a good way to expand school choice is through the establishment of a "universal education credit." Under Olsen and Brouillette's proposal, anyone could receive a tax credit by directing that a portion of their taxes be used to pay part of the cost of educating a child. Corporations could also receive the tax credit by awarding scholarships.

The authors base their proposal on reforms enacted by Arizona in 1997. Arizona residents may deduct up to $500 of their state tax bill if they send the money to a "scholarship organization." By 1999, 31 of these scholarship organizations used $13.7 million in ...
