Independent counsel Robert Ray's deal with Bill Clinton feels like one of the former president's Oval Office assignations: incomplete; a letdown. It wrings from Clinton the merest of confessions: the word "false" to characterize his Paula Jones deposition ("I tried to walk a fine line between acting lawfully and testifying falsely. I now recognize that I did not fully accomplish this goal . . ." You don't say?). It allows Clinton to continue to insist that he didn't lie-he "knowingly violated" court rules and gave answers that "were false," but didn't knowingly give false answers. It doesn't force him to own up specifically to lying before a federal grand jury, the offense for which he was impeached. In short, it provides another example of all the self-justifying word-chopping and excuse-making that has characterized Clinton's reaction to his lies from the beginning. All that said, it is not clear that Ray had any better options.
Clinton couldn't have been allowed actually to go on trial, which was why NR argued for a preemptive pardon last ...
