Cities and towns may be affected by a White House memo circulated by Chief of Staff Andrew Card ordering the immediate halting of the printing of any new regulations. President Bush's memo, one of his first since taking the oath on January 20, stopped rules and regulations that had not yet been published in the Federal Register.

Ari Fleischer, President Bush's spokesman, stated that, "All regulations that had not been published have been affected by this."
