HOLLYWOOD Among the shows taking part in the resurgence of primetime television production in New York, "Third Watch" does the most on-location action shoots. The realism of the show, about fire and police squads, prompted enough New Yorkers to call 911 that producers now fly a 20-foot banner above their make-believe mayhem that reads, "It's Just a Movie."

"We have to be responsible and considerate," says Brooke Kennedy, the show's co-executive producer. "The city must continue."
