A Texas e-commerce startup is targeting a handful of cities, including Phoenix and Scottsdale, to drive home its plans for auctioning cars online.

Behind the wheel of USAtradein.com Inc. are tow founders of Classic Automotive Group and the Internet guru behind Individual Investor Group and EDGAR Online Inc., the Web version of U.S. Securities and Exchange Commission filings.

Self-financed USAtradein.com launched its service Oct. 2 -- with 22 dealerships signed up in the Austin, Texas, area already. Those dealerships represent 80 percent of the car franchises in Austin, USAtradein.com said.

The company expects to enlist 300 to 400 dealerships …
