Noting that older cars are responsible for a fair share of the air's toxicity, the Oregon Department of Environmental Quality has teamed with a group of Portland businesses to encourage people to dump their junkers.

Under the CHOICES program announced this week, drivers who fail state-mandated emissions tests can opt to scrap their polluting vehicles for incentives.

Some of those options include:

* $400 off the purchase of a new or late-model car or truck at Ron Tonkin Dealerships;

* $75 off an electric bike, $50 off an electric scooter or up to $900 off a special group of friction drive electric bikes at Ron Tonkin …
