Baugh Construction and a subcontractor have agreed to settle of a complaint brought by a Portland contractor who alleged racial discrimination in a Portland International Airport construction project.
James Posey filed the complaint in August 1997 after he said it became apparent his company Work Horse Construction Metro Inc., wasn't going to get called repeatedly to haul debris for the Port of Portland project.
Posey said when the project started out, he was happy to be on the list of approved contractors who would get a chance at hauling what turned out to be 394 calls for haulers. But he said his optimism faded when the phone stopped ringing a few days into the job. Posey's workers responded to five calls in a five-day period in March and April during the two-year job. Eventually the calling petered out, he said.
