80 local governments eye premium exemptions Yomiuri At least 80 municipal governments around the nation are expected to exempt those with low incomes from paying premiums under the nursing-care insurance system, according to a survey conducted by The Yomiuri Shimbun. Of the 80 cities, towns and villages that plan to introduce exemptions, 31 governments said they will either completely waive the premiums or partially subsidize them. Under the insurance system, individuals aged 65 or older will be required to start paying premiums this month.
