A key member of the House of Representatives has proposed legislation that would force shippers and motor carriers to compensate owner operators for the cost of spikes in the price of diesel fuel.
Nick J. Rahall, Jr., (D-W. Va.), the ranking Democrat on the House Transportation and Infrastructure Committee's ground transportation subcommittee, introduced the bill (H.R. 4441) on May 11, in response to a mass rally of owner operators at the Capitol on March 16 demanding relief from the sharp hike in the price of diesel over the winter.
