Environment Secretary Antonio H. Cerilles is giving five government agencies until next month to secure a resolution from Congress stopping the implementation of the Clean Air Act.
Without this, Mr. Cerilles said, he will sign the Clean Air Act's rules, paving the way for the implementation of the law despite the strong opposition of the departments of Energy, Trade and Industry, Health, Labor and Employment, and Interior and Local Government.
Mr. Cerilles said he expects to receive in early October the final version of the law's implementing rules and regulations (IRR) which he will immediately sign upon completing his own review of the document.
